Questions
Does this handle emoji and non-English text?
Yes. Text is converted to UTF-8 bytes before encoding, so any character survives the round trip.
What is URL-safe Base64?
A variant (base64url) that replaces + with - and / with _, and drops the = padding, so the result can go in URLs, filenames and JWTs without escaping. The decoder accepts both alphabets.
Is Base64 encryption?
No. Base64 is an encoding that anyone can reverse. Never use it to hide passwords or secrets.
