Questions

What is the difference between Component and Full URL?

Component encoding (encodeURIComponent) escapes every reserved character, which is right for a single query parameter value. Full URL encoding (encodeURI) leaves the characters that give a URL its structure, such as / ? & = and #, untouched.

Why does decoding fail?

The input contains a % that is not followed by two hex digits, or a byte sequence that is not valid UTF-8.

Are spaces encoded as + or %20?

As %20. The + form only applies to HTML form bodies; %20 is valid everywhere in a URL.
